On my Samsung Galaxy S2, why does the wifi keep turning on minutes after I turn it off?

Samsung galaxy s2- wi fi keeps turning on minutes after I turn it off.

The wi fi on my phone keeps turning on after I turn it off. My battery drains because of it. I go and turn the wifi off and it turns itself back on. why? Then I can't turn my phone back on so I have to take the battery out to turn it back on. It's been this way ever since I went to Florida.

Welcome to Android Central! Go to Settings>Wi-fi​, tap Menu>Advanced, and make sure "Scanning always available" is turned off. Also make sure any wi-fi optimization settings are turned off.
