On screen keyboard always on top

[Android Central Question]

Hi everybody,
I was wondering if any "special" setting exists in order to have the on-screen keyboard always visible once application is opened and without possibility to hide it.
I am searching for a O/S based setting, because unfortunately application code change is not an option in this case.
