Opening ADB Shell in Recovery [SGS 4 - Tmobile]

I'm using a Samsung Galaxy S 4 for T-Mobile, and I need to get into the adb shell while the phone is in recovery mode. I can get into adb shell when I turn on the phone normally but when I go to recovery mode, even though I see the ADB driver, I can't get into shell and it says "error: device offline".

I tried to make sure I paired the phone with my PC for ADB but that didn't fix the issue.
Does anyone know what I can do to use the shell from recovery?
