Optimus Elite or Kyocera Event

My cousin wants to buy the Rise to try out ics android and to use it as a android iTouch. He won't be activating it. But the hardware specs on the Rise seem very similar to the opV and the Elite's hardware specs seem way better than the Event. But I checked and it doesn't seem like the Elite has an ics rom available. Unless Cm9 beta counts? What's better? And is there a different alternative I haven't thought of?

The Rise for me was buggy.
The Elite doesn't have official ICS but is a good phone w/coustom ROM (other then 3G)
I have no experience with the Event but is suppose to be the Rise lacking physical keyboard.
The Galaxy S 2/3 look excellent.
Galaxy Ring looks like an ok phone although its expensive for what it looks like and spec.
