Oreo 8.1 shows data usage, but data is off.

I just got a new Oreo 8.1 phone, replacing my KitKat 4.4.2. I am a very light data user, I use Tracfone and buy about 60 MB/month which is plenty for occasionally checking email. On KitKat I would turn the data on/off when I used it. Oreo has so many settings to limit data usage that I initially decided to leave data on and see how it performed. The Outlook app was using over a MB daily, even with background data disabled, data usage on my home and work wi-fi's disabled, etc. So I turned my data off about a week ago and I've been watching the Settings - Network & Internet - Mobile Data. The usage numbers under "Android OS" and "Google Play Services" both keep increasing by small amounts every day. Again - data is OFF. My data available as quoted by Tracfone is staying the same.

So is the phone using data or not? I am curious to know.
 
Whoops, I posted this without being logged in? Now I'm logged in and I can't edit. Anyway, just wanted to add that the Oreo 8.1 phone is a LG Rebel 4 (LML212VL), Android version 8.1.0, Security patch level March 1, 2019. If any of that matters.
