Oreo Icon Badges regression

Android Central Question

I have just upgraded to a Samsung Galaxy S9+, which sports Android 8 - Oreo.

It seems that a major change of this Android iteration was the new Icon Badges / Notifications integration.

On the surface, this new change looks great, and serves an interesting and useful purpose. However, something that I've become accustomed to since Android 6, (Samsung Galaxy S6 Edge+, which also experienced Android 7), is the icon badges retroactively showing the amount of notifications -- be it unread messages or emails.

With the Email app as an example, if an account of mine has 20 unread emails, it would show at least 20 as an Icon Badge (which would tally up any unread emails from other synced accounts). For another example, the Facebook Messenger app would also show the amount of unread messages on the icon badge. If I were to read one of these unread emails/messages, the tally on the icon badge would reflect that change.

To the main issue and question, Oreo seems to ignore all unread emails/messages, and only update the icon badge with new unread emails/messages. Additionally, the icon badges will only be updated to reflect a new message if a new message appears as a notification on the top notification panel. If you dismiss a notification in the top notification panel or if you disable push notifications for an app, this will reset/disable the icon badge for that app.

Is this intended functionality, a bug, or an oversight?
Is there any way to remedy this issue?

Is it possible to have all unread emails/messages listed on the icon badge, and be unrelated to the top notification panel. I.e. being able to clear all notifications on the panel and still retain my icon badges.

tl;dr:

Samsung Galaxy S6 Edge+ w/ Android 6 || Android 7

- Icon Badges displayed unread notifications, (emails/messages)
- This value was unrelated to top notification panel
- Icon Badges retroactively displayed all unread messages, even if your phone
did not receive the notification
- You can turn off push notifications of an app and keep the Icon Badge
- You can dismiss a push notification in the panel and keep the Icon Badge

Samsung Galaxy S9+ w/ Android 8

- Icon Badges directly linked to notification panel
- Icon Badge will only display if there is a new notification, i.e it will not display a
tally of all unseen notifications
- If you turn off push notifications for an app, the icon badge will not function
- If you dismiss a notification in the notification panel, the icon badge will
reset/change

Is it possible to get this feature back?

Thank you for your time,
Regards

Not in the stock launcher. Nova, with Tesla Unread (the badging addon), still displays badges for unread rmails/text (podcasts and anything else you've set), whether you clear the notifications or not.
