When an upgrade to the operating system are offered, are they actually offered or are they foced on the phone via an OTA download?
Can you refuse an upgrade to the OS?

On the Evo, at least, you can refuse to install an update. In fact, you can set it so you're not even notified of updates.

When the manufacturer of your phone releases the update. No one here can tell you when that will be.
