OTA Update Notification from lock screen?!?!?!

Since the OTA- i have timer set to 30 minutes to lock the screen, but when screen isnt locked-
I wake the phone up with home or power button..... and I can pull down the notification bar from here without having to swipe to actually open the device....

anyone else seeing this?

I think that behavior is normal with the touchwhiz lockscreen. Unless you have a PIN/Password/Pattern lock on the screen then the notification blind is accessible. So if you have the timeout to relock set to 30 minutes then the notification bar will be available until the password lock engages.
