Found this on Google Forum and downloaded the link, and now my Google Calendar sync has been restored between my desktop outlook and my android phone! I have been without my outlook calendar link on my Android phone since I had it fixed, therefore lost all compatibility after Google stopped supporting it. This link miraculously is still valid and worked to sync the calendars. As an aside I tried to use msoffice to do the same thing, but this app sucks!

I found a solution that is working for me.
Download GoogleCalendarSync_Installer from
http://files.racs.com.au/CustUpdates/GoogleCalendarSync_Installer.exe
It is 1138kb and dated 8 Apr 2011. Version 0.9.4.1
I discovered that sometimes an appointment made on my Android tablet will sync to Google Calendar but will not sync to Outlook. A fix for this is to make sure that I remove myself as a guest in the appointment. It also helps to install the Google calendar app for the Android instead of using the calendar that comes with the Android. The calendar that comes with the Android automatically makes me a guest when I create an appointment. The Google calendar app doesn't seem to do that.
So, now I have a 2-way sync set up:
Microsoft Outlook 2010 <-> Google Calendar <-> Android Google Calendar
I've been working at this for 6 hours per day for the past week, and I'm very happy to have it working!
Thanks to @Rob NH for his help on another thread.
I still don't understand why Google decided to discontinue GoogleCalendarSync. They really could have been more polite about it and made it more easily available
