Help please: I need to install an app not available from the Play Store. On past Android phones there was an option, usually under Security, to "Trust Unknown Sources." I cannot find it on my Pixel 3. The APK downloads and gives me the option to open it with Android Installer, which does nothing, or Astro, which gives an error. Prior phones gave an automatic pop-up that asked if I want to trust the app, but no luck on P3.

I don't download apps from outside sources, but I do know that the global setting changed across all of Android starting with 8.0 Hopefully someone will come along more knowledagble about the process and offer some insight for you.

go to settings then apps scroll down to special app access and click unknown source give permission to which one you want

There used to be a global setting but that's gone. Now when I install an app from unknown sources I get a prompt requesting permission. I'm not sure why you don't get it.

Whew! Thanks @mustang7757. Found it at Settings|Apps&Notifications|Advanced|Special App Access. @MikeDee : Perhaps you get notifications because you have granted permission to the browser that you are using. It is interesting, though, that users get different results using the same phone in the same situation. This happened out of the box, when I was unable to transfer data from my old Android using the recommended cable method. Google Support told me that only works if the old phone was running Pie, but others had no problem when running Oreo on theor old phone.

Mine is probably using a prior permission copied over from PIE. Like I said earlier....used to be a setting that you could check once and install from anywhere.
