page footer enhancement request

At the top of each page of the forum's message list:
"post message" button
"follow" button
page number jump navigation
"forum tools" dropdown menu
"search forum" dropdown menu

It would be nice if the two dropdown menus were included with the other repeated controls in the page footer.

Any thoughts on this?
It would be nice if we did not need to return to the top of the page to mark the forum as read.
