If a factory reset is performed will you have to repay to gain full access to paid apps again?

No, you can just re-download them from the market if you log in with the Gmail account you purchased them with.

And even better, if you have more than one Android device you can download the apps on those for free as well as long as the device is compatible.

I have a tablet and every now and then an app on my phone is not compatible with my tablet, but the majority are downloaded on both.
