Per Contact SMS Notifications Does Not Work (Verizon)

I've been banging my head for days now trying to assign a specific ringtone to SMS contacts with no luck. I've tried both Handcent and Chomp and Textra... same problem. All I really want is a different ring assigned on-call system we have. This worked perfectly on my S3 and the DroidX before that. It's too the point that I'm tempted to root stupid phone and install other ROMs to see if they would work.

I've been using an app called "CustomSMS Tones" without rooting & it works pretty well. Occasionally, there's a slight delay in the custom tone playing, but it's usually fine.
