Silent/intermittent notifications

Asked this in the Samsung community with no response. Hoping for better luck here.

Having trouble with audible notifications. When I'm home connected to wifi, notifications work perfectly. When I leave home and disconnected from home wifi, notifications are either nonexistent (infrequently) or only silent. This includes, Gmail, SMS, Reminders, Ring.

Note, I also have a Samsung watch3.

Away from home I'll get a vibration on my watch or nothing. Nothing audible. I'm forced to check my phone every 30-60 minutes to see if I missed a notification. Of note, once home, my reminder app still triggers, but can be 30 min to 2 hrs after scheduled notification.

Returning home, I have to restart my phone to get audible notifications. FWIW, all in-coming calls are audible everywhere.

One final oddity, related or not Fingerprint authentication. For reasons I can't explain, every few hours fingerprint doesn't work. Again, restart to get it to work.

Is there a setting in my phone that I'm missing? Any suggestions?

I am new to the s21 coming from the note 20 and I find connectivity to be schetchy at best also my internet on wifi or cellular is spotty also.

I keep checking settings but no luck so yes I am in the same boat most of the time.

For notifications, maybe there is a Bixby routine running? I noticed on my Note 20 Ultra (unlocked) with the latest One UI version, that there is an active routine for "At home". I don't remember configuring the details as I think they are the default settings and actions. I primarily use the phone as a Wi-Fi based tablet for around home, and for Netflix watching and reading (larger screen helps) when not at home. So perhaps I may not be experiencing the full effect from the "routine ends" logic.

If Place (Arriving: My home address)
Then the routine sets:
Wi-Fi: On
Sound mode and volume: (Sound mode: Sound; Ringtone: 73%; Notifications: 73%; System: 40%)
Voice wake-up: On
Change Lock Screen shortcuts: (Left shortcut: Phone; Right shortcut: Messages)

When routine ends:
Reverse these actions.

Another possibility is in Galaxy Wearable. The Notifications section has various settings and toggles for options like "Show only when wearing" and "Show while using phone".

That's Android security feature if left not used it will prompt password/pin

Is this the watch your having notification issue?
If so is it only Wifi watch no data ?
