Personalized setting revet to default after restart or power off/on

I have been having issues with some of the personalized setting. I have the unlocked, black Note8 with no modifications and have a 128Gb Samsung microSD card installed.

When I set my clock to 24 hour format all works well, that is until I either power off/on or restart the phone where it reverts back to the default 12 hour clock.

There are a few other personalized settings that upon restart of the phone also default back. I have also seen that \Location\Location Method reverts back to Battery Saving

Has anyone found a solution to correct this issue where settings are not being held after a restart and have you all noted other settings that also default back or is this just my issue?

Have you tried wiping the cache partition?

Wipe cache partition on Note 8:

Back up data on the internal memory.

Turn off the device.

Press and hold the Volume Up key and the Bixby key, then press and hold the Power key.

When the green Android logo displays, release all keys ('Installing system update' will show for about 30 - 60 seconds before showing the Android system recovery menu options).

Press the Volume down key several times to highlight 'wipe cache partition'.

Press Power button to select.

Press the Volume down key until 'yes' is highlighted and press the Power button.

When the wipe cache partition is complete, “Reboot system now” is highlighted.

Press the Power key to restart the device.
