Phone app permissions keep resetting

Android 11, OnePlus Nord N10 5G

The Android phone application keeps drawing a bubble onto the screen when I am talking, which is very annoying. I removed the permission to draw on the screen several times from the app, but it keeps resetting, probably at reboot.

Does anyone know?

1. How can I unset this permission for good?

2. Is there a general problem with Android permissions resetting themselves and is this considered a security issue?

If its similar to the Pixel dialer app ive done the same and it doesn't make a difference
