Phone calls from blocked numbers appear in the calls list

Phone calls from blocked numbers can appear in the calls list?

The call is blocked by callerID, so the callerID has to be received first. At that point it's listed as an incoming call (because it is), and it's blocked. It can't be blocked at the phone without being an incoming call. (If your carrier has a way of blocking calls, it won't show up because your phone will never get it.)
