Sounds like AT&T has locked the phone because it was reported stolen. If you're the registered owner of the phone (in AT&T's records), take the phone, with photoID, to an AT&T store and they can remove that from their records. If it's registered to a parent, spouse, etc., that person will have to go in. If not, the phone can't be used.
