Phone problem

I don't think what you're asking for is doable at this point (blocked calls not being sent to voicemail). Majority of phones now days are to built function where if you don't answer, the caller is sent to voicemail. So it's not really an "issue" and I'm betting Google or Verizon support will be able to do next to nothing since it's acting as it is supposed to.

Maybe in the future when Google gets more data from call screen they can implement voicemail screening as well.

I wanted blocked calls ignored but I didn't want them going directly to voice mail. Is that possible?
If you know the number of the caller you want to block, most providers have a 'family mgt' page for the account owner. From this, you can prevent calls, vm, and texts from specific numbers that you enter.
T-mobile calls it 'Family Allowances'.

Don't forget the CDMA problem if you are on Verizon but for some reason you are not on LTE. In this case, you can't have data and voice at the same time.
