Phone Storage

I'm looking at the breakdown of phone storage and "Other" is taking up the most space by far. What exactly would be classified as "Other" besides the Android OS itself? What is an average amount of space this category should be taking up?

I am using about 8.42GB / 32GB but 7.21GB is "Other." Is that about what it should be and roughly how many GB's is the OS? Also lets assume you maxed out your storage with an abundance of apps but hypothetically none of those apps were running processes in the background. In that case would the phone's performance suffer or would it not affect performance because none of the apps were running? I guess my question is this - Does maxing out a phone's storage capacity with apps in and of itself hamper performance or does performance only suffer because as a direct result of maxing out a phone's storage capacity there will undoubtedly be way too many processes running in the background?

Apps: 3.98GB
Other: 6.82GB
Available: 20.73GB

Other.... includes your OS and bloatware. It also includes messages, email and the like that hasn't been deleted off the phone. That's why it varies from person to person, carrier to carrier.
