Welcome to Android Central! If you didn't back up or sync your data on the old phone, and if some of that data isn't on an SD card, then you're probably out of luck. You can't access data on a dead phone unless you bring it to a forensic data recovery specialist (which usually costs in the hundreds of dollars). This is why it's so important to keep your important data synced or backed up on a regular basis.

Do you mean that the reason for replacement was due to this charging issue or do you mean that it didn't appear to be charging. If it only appears not to be charging there's a good chance it will charge of left on the charger longer. Not sure why devices do this but they will sometimes appear to be unresponsive, especially if they've gone long periods without being charged, but if placed on a charger and allowed to charge for an hour or two they can come back to life, so to speak. Let sit for an hour, then unplug and plug it back in and see if it doesn't show some signs of charging.
