Question Photo still reportedly uploading while roaming although I completely disabled backup

I'm on a trip and don't want media in the Photos app to upload while roaming. I disabled photo upload on roaming (Top-right menu > Photos settings > Backup > Mobile data usage > Back up while roaming (disable)), but at one point while I was roaming it said it was trying to upload a photo (profile photo in top-right had a blue circle around it, signifying media being uploaded), so I disabled photo upload altogether (Top-right menu > Photos settings > Backup > Backup (disable)). However, it still said it was trying to upload 1 photo. When I went to the photo upload queue (Top-right menu > Backup > (click on -> on photo grid)), it did not show which photo if any the photo upload was referring to. After restarting the phone, the issue still occurred, but this time I saw a Wait for Wi-Fi button on the push notification. Unfortunately, tapping the button didn't do anything, so I tapped it several more times. Finally, after multiple tapping attempts and at least 30 seconds, it finally said "Waiting for Wi-Fi" to upload the item. However, soon the issue resumed, so it seems the only surefire fix for now is disabling data altogether - which is an issue, of course, because I need data for other things when Wi-Fi is not available. It was working fine for a whole week of the trip, don't know why it suddenly started today.

Pixel, everything up-to-date. Reported to Google for now. Any other things to try? Thanks in advance.
 
Try clearing the app cache for the Photos app in Settings>Apps, then Force Stop it. If the problem persists, you can also clear the app data (your photos are safe, because clearing the data only resets the app settings -- the photos are stored elsewhere).
