I got the Pie update this AM on my Verizon Note 8 and found that I couldn't make phone calls after. I have a network extender in my house, and know to make sure that "Advanced Calling" is off, as it's not compatible with the 3G Network Extenders. But, apparently, "WiFi calling" got turned on as a result of the update. Because WiFi calling was on, and I had a network extender, I couldn't make any phone calls.
I spent a wasted 20 minutes on the phone with a Verizon rep who finally got me over to a 2nd tier support person. It took them about 10 minutes to figure out what happened.
Once I turned WiFi calling off (from the phone app, click the menu and select "settings"), I was able to make calls once more.
