Was having the same issue intermittently. Went to the Freedom app and stopped it from its menu, Google Play Store started working again. Started up Freedom again, and a Play Store still works. No need to delete Freedom.

After factory defaulting and trying everything I could find, I decided to check my wireless settings.

By going to wireless, and holding down the wireless connection I selected Modify, then noticed my DNS servers were set to something weird by the local network DNS server. Some 10.x.x.x stuff.

Set it to Google's 8.8.8.8 and 8.8.4.4 and saved it, went back to Google Play and everything worked just fine. Hope this helps somebody.

Strange - I don't see anything related to DNS when I follow your instructions

Are you using a static IP address?

Date and time worked for me. Borrowed a Galaxy Tab 2 and was able to access Internet browser but not play store. Thanks guys!!

The easiest way to fix this issue if your rooted is by enabling and disabling
Adaway then re downloading the play store.

Adaway modifies your host file and upon disabling defaults it back to what it needs to be.

Even though my time and date settings were right my Google Play store would not work. So i change the date to a wrong date and went to the Google Play store. Then I went back to the Time and Date settings, and changed it back the the right date and Google Play worked.

I have a Samsung S4 Mini and every so often it will reset time and date and also stops google google play store and youtube from working
does any one else have this problem and if so Help please !!!!!!!!!!!
Also i have tried resetting the cache and data on all of these with no success :(

i havent looked throughout the thread, but when i wasnt seeing the booster wheel and couldnt connect to google play store, i tried numerous things, nothing wrong with date and time, cleared cache and data under play store, did airplane mode etc.... finally just connected with facebook and it was back lol... im never on facebook so never thought of that :)

This really worked for me, although it was a painful process. But not being a techy guy,I was not able to follow the instruction to remove the Google account (all that SQL, ADB, chown and so one ...). I just made sure that all the important stuff were transferred to my desktop and got back to factory reset. Thank you!

yesterday I got 'not downloading any apps (error 492)' then tried uninstall updates on playstore back to factory version, then I got not connected (retry)

tried:
Applications -> Manage applications -> All -> Google Play Store -> Clear Data -not working
boot recovery mode > wipe partition cache -not working
create new google account -not working
remove google account > asked to set date and time -not working

then I just found out google play newsstand disabled.
so I make it enabled again, click on it, and the playstore downloading again O_o

2.- Editing the file

You will need a proper editor
On your device open your browser and
Download and Install Total Commander for Android... and open it
OR DOWNLOAD BELOW

3.- Browse with Total Commander to root/etc
(hint: on the right side of the screen there's a shortcut to system folder.. look for etc/ and you will find it)
Long tap on "hosts" > edit file > Totalcmd-Editor

Open etc/hosts and edit the file. Just put # before 74.125.93.113 android.clients.google.com.

4.- SAVED

Edited file should look like this:

127.0.0.1 localhost
#74.125.93.113 android.clients.google.com

remember: based on my own observation it should be look like this:
>>>>>very important>>>██
127.0.0.1(just one space)localhost
#74.125.93.113(just one space)android.clients.google.com

5.- Turn OFF your device.

6.- Got it on Recovery Mode

7.- Factory reset, wipe data.

8. Reboot your device.

9. Once the phone reboots, input your google account information when the phone asks for it.

10.- Sync to your account and contacts

Done!

Now you can connect to Google Play very well.

I was having the same issue (no connection retry) and followed the advice to turn on - and then off - the airplane mode and IT WORKED! Thanks.

Another way is to remove your Google account and add it again - its a 10 seconds process and wont lose any data.

Whats happened is Google Services Framework has broken due to you tampering with the device, probably trying to force OTA. The spyware needs to be told to kick in again.
