Play store opens, but no Downloads: Please help!!

I have a Samsung Galaxy S3 with Android 4.1.2 and I am experiencing the following with Google Playstore:

The Play store opens...
I select the app...
It prompts me to "Accept & download"...
It says "App will be downloaded and installed",...
if I press "back button" it shows the app page and says "Downloading" with bar (as it would be an app waiting to download),...
but there is no progress. It's as if it is stuck... doesn't want to download.
It also does the same when I try to Update my existing apps.

The last time I was able to download and update apps was about 10 days ago when I was in a free Wifi area. Here at home I am only able to go on the internet through mobile network.

I really tried to give all the relevant info...It''s costing me data and frustration :'(

Please give me all the options, from the very basic (restarting device) to the most extreme (probably factory reset) in order of extremity, as I have tried some (like clearing data and cache). Thanks!! Hoping to get help :-!
 
Happens sometimes, just cancel and then try restarting it

Or kill the app, then try again

Or try clearing cache

Well guess u either need to clear data for that app or ur out of luck I guess

Im still learning and use Play from a PC most of the time b/c i use google to inquiry about features, functions and the like on my SIII. I know this doesnt fix your issue but it is an alternative.
 
Thanks itic. Also sometimes work from pc to browse apps, etc... but ultimately the download must be done on the device and that's where my problem lies.
 
Open Google Play. Tap the Menu soft key and choose Settings, tap Auto-update app and select Auto-update apps at any time.
 
Thanks, I really appreciate the input and you trying to help. But there must be a way to fix this. Will see if someone else responds.

You shouldn't need to do a factory reset for this. The first thing to do is this:
  1. Hold down the Home button until the recent apps list appears. Tap the little pie chart icon in the bottom left. The Active Applications list opens.
  2. If Google Play Store is in the list, tap the End button and then tap the OK button in the confirmation window. When it disappears from the list, press the Home button.
  3. Go into the device settings > Application Manager and swipe to the left a couple times until you see the "All" tab
  4. Scroll down until you find Google Play Services and tap it. Click Force Stop, Clear Data, and Clear Cache.
  5. Hit the back button, find Google Play Store, tap it, and click Force Stop, Clear Data, and ClearCache.
  6. Reboot the phone and launch Google Play Store to see if it's fixed.

If that doesn't fix it, then you have to get a little more aggressive. Follow all those steps again, but before rebooting, delete your account from the phone. Then reboot it and log back in again.
To remove your account, do this:
  1. Go into device settings, scroll down until you see Accounts, and tap your Google account
  2. The first thing you'll see is the account name (your gmail address). Tap it. The sync settings opens.
  3. At the very bottom of the sync settings, tap the Remove account button and confirm any prompts.
  4. Reboot the phone. When it comes up, log into your google account again.
  5. Lauch Google Play and see if it works.

Hopefully one of those things will work for you. Let us know if you have any luck.
 
Thanks for the clear Step-by-step suggestions @KreepyKen. I have followed it exactly. Also did not help. Still the same problem. What would be the next step?
