But mine is a Barnes and Noble nook collaboration device.
Same machine only books in it. Either way Samsung has lost a customer due to their inability to satisfy ... I almost bought another one with marshmallow pre-installed thinking I would sell this to that site that pays about half price depending on the condition. I figure keeping this makes more sense. I only youtube , netflix this 8.0 anyway. Surf the Web and shop a bit.
I learned a lesson imo.

I'm not sure of what you mean but state to state is interesting to note. A region in the USA is approximately a quad state area.

These devices are usually built per country - at least the ROMs are. You could have two of these in front of you and one may get the update pushed to it while they other is still "up to date".
