Pokemon Go Phone w/ Hotspot

Looking for a inexpensive new phone to purchase that I can Hotspot to my phone so my Grandson can play Pokemon Go. I guess it should be unlocked? I don't want to buy a phone and not get GPS error crap. Was looking at WAL-MART phone's. Your help is appreciated, thank you.
