Possible Known Issue with Activating T-Mobile Gear S2 3G

I have the same experience as you. I am able to make calls from the watch if it is not connected via bluetooth to my Note 5. The thing that I would like to do is make calls from the watch will I am connected via bluetooth but it will not, it does dial it on the phone but the only way I can do this is to turn off bluetooth. I can't even make Samsung techs understand what I am trying to do here when I called for help. They speak broken english.
I got a new account at tmobile. Phone(Watch) is $15 per month and my plan is $15 a month. If this problem presets, I am sending it back and just getting the non 3g model.

My current software version is R730TUVU1AOJ7. I hope I have the latest since I checked and it said that my gear has the latest update

Arlene, about your problem using the S2 in Europe in stand-alone mode: check what GSM bands the S2 supports. My Gear S only supported bands in the US and did not work in Europe. Of course, having the blasted SIM built-in makes it so much harder to even test overseas connectivity, since you can't tell if the SIM, T-mobile, or the watch is the problem.

After many phone calls to Tmobile and Samsung, I was told that the standalone feature was only good in US. This feature (band range)was only made to work in the US.

Why wouldn't you want to be able to use it as a stand-alone device? Especially now that T-Mobile is working on the availability to use your device phone number on multiple devices which means that your phone could be off or even dead and use your watch with your existing cell phone number!!!!
is this similar to ATT numbersync?
