It's the 'Circle Battery Widget'.

Just downloaded the circle battery widget. I don't think that was what he was talking about. As far as I can tell the circle battery widget puts a widget on your screen but puts nothing on your notification bar. If there is some setting in circle battery widget that enables this please let me know.

It's not a widget, it's a custom skin. You must be rooted in order to install it.
