Thanks TreyDaPrince, but I've already done all of these things and encountered the problems noted in the original post. Perhaps the icon packs I downloaded weren't compatible with dxTop, and that's why they have no effect when selected; I'll try downloading a few more and see. [UPDATE: Yes, the two I downloaded must have been incompatible - I used dxTop's "find more icons" to locate compatible packs in the market]
However, with individual icons, as I noted, I can't find where any other icons are to select, once I'm dumped into the file system. How do you locate icons from other packs, themes, etc., to assign to an individual shortcut?

If you download a theme and want to use icons from that theme with another, you're unable to do so. You must download the icon pack individually. Here are the icon packs I KNOW are compatible with dxtop...
Aero Icon Pack
Sticker Icon Pack
Milky Icon Pack
System Force Icons
Unity Icon Pack
