PrePaid Phones

Hi, so I have been thinking of buying a cheap Android phone and I found one named: ZTE Obsidian PrePaid Phone TMobile. I have never understood the meaning of prepaid phones. If I had a prepaid phone and the card ran out, will the phone not be usable anymore until you get a new card? Or will I be able to use it and it will just disable some things on the phone. If yes, then what will it disable and what Is a prepaid phone?
