In speed dial, recent rather than frequent numbers seem to be prioritised to the extent that voicemail wasn't even in speed dial which seems crazy.

If you make it a Favorite, it should be prioritized. To make a contact a favorite, go to Contacts, select the contact, and tap the star icon at the top.
