You shouldn't have been able to get 11115 without manually pushing the PRL file to your phone, which you obviously didn't do. It must have been a weird network bug in your area, or somehow your phone was flagged as a corporate device. But if things have improved for you on that PRL, go with it! From what I understand, your PRL will let your phone 3G roam on Verizon and Alltell towers among other things that include reduced tower selection limitations.
