Problems with setup

I am trying to setup my android phone. I type my email address and password and it brings me to a screen where it says Authenticating. ..Type text here, but there is no text to type. I tried turning on 2-step verification like I saw someone else suggested, but that didn't help either. Please help!

I'm guessing but do you think it is, or should be a "Captcha" photo image of a street number or other. Can you go back one. Or enter anything, if you can type in the box provided, it would just give you a different image and invite you to try again.
I don't remember how it sets up. I last reset a phone some months ago.
