Pulsing Homescreen Lag?

So, I've randomly been getting a pulsing (I don't know how to describe it) lag on the home screen. It occurs with default wallpapers (static and live) and 3rd party wallpapers. I've only got Gmail and Tasks as widgets, and I've tried removing them. I'm only using 280MB of RAM of 768MB.

I'll try to describe the lag in more detail. It's as if the framerate fluctuates and oscillates when swiping between home screens. It also fluctuates when opening the app drawer, notifications shade, and recent apps menu. It's really annoying, and I don't think it goes away with time.

I'm running stock 4.2.2 (stock kernel, ROM, everything) on a GSM i9250 Galaxy Nexus. This problem has persisted over multiple restores, clean wipe/flashes, etc.
 
Hmmm.. I know when I was running 4.1.2 on my GNex things were a little hit and miss and I'd get occasional lag but once I updated to 4.2.2 (custom ROM) its been running like butter. Project butter that is :)

Only time I've noticed any real lag issues swiping or moving around on the homescreens and thru the drawer is if my kids were toying with it and had a few games running in the background like Angry Birds, Temple Run, etc and they didn't close them out... Then yes I get some lag but otherwise its been sweet..

FWIW, other than the custom ROM ( AOKP ) and a battery saving kernel ( LeanKernel ) which comes pre packed with the ROM I use Nova launcher which really seems to work out well...

Maybe just for kicks try installing Nova or some other 3rd party launcher and see if it clears things up any...

I tried Apex and Nova on a previous installation, but they only compounded the problem. And it's probably not the issue of running background apps - I have an extremely minimalist installation of Android on my phone.
