Purchase Phone Without A Phone Plan?

Hello there all!
I was wondering if anyone here has ever purchased a samsung note phone for the sake of using it as a mini tablet only? So without the phone service whatsoever! If so, how would I go about it?
If I end up liking it I'll most likely dump my other smart phone and switch over to the Android world...

I bought my Note 3 on Amazon, no sales tax at the time.
For your purposes you could stop right there.
I activated it with AT&T and then had them unlock it since I owned it outright.

Thanks Marathon! Every time I try this it will ask me which carrier I'm signing up with and won't let me go any further then that. If it worked for you then I'll keep trying this method.
Since they don't make it easy for us to figure out I just purchased the Note Pro, so I get pretty much all the features of the phone but with a huge screen, I use Karma for Wifi (check that out if you all don't know about this portable no monthly charge hot spot) problem solved.
Eventually I will buy the phone, thanks again!
