Looks like you can't unless you meet the below.

To participate, you need to have:

1. Purchased and activated a Samsung Galaxy S7 or Samsung Galaxy S7 edge on a device payment agreement on or before 9/10/2016.
2. Used the S7 or S7 edge with Verizon Wireless service for at least 30 days.
3. Paid at least 50% of the device's retail price.
4. Returned the eligible Samsung device in good working condition with no significant damage, as determined by Verizon Wireless, within 14 days after you upgrade
5. Satisfied the Annual Upgrade Program terms and conditions

I am actually considering cancelling my pre-order (S8 +) with Verizon with the trade in of my galaxy s7 edge and doing it with Best Buy. I can get the $100 off and do the galaxy s7e turn in program $480. That should lower my monthly device payment from $15 a month to under $10
