should i restart the my HTC Evo4g after uninstalls and or app updates?

I know this was common practice for my WM6.5 and WebOS devices.

I have noticed that after 8-9 days of staying up my battery does drain quickly and the device does get sluggish until i restart so i was wondering what is proper etiquette when it comes to android.

Nope. If you have battery and lag issues then you need to address them separately (i.e. figure out what the cause is).
 
1.) You don't have to pull the battery every time you install / uninstall / update your apps.
2.) Pulling the battery, also called a Hard Reset, is good for your phone every now and again, but there is no real set schedule as to when you should do it.
3.) You don't even actually have to physically pull the battery out of the phone to do a hard reset, just press the Alt, Shift and Delete buttons. The phone will shut off and back on.
4.) If your phone becomes sluggish, you may want to ensure that apps capable of being stored on your SD card are moved over there, and check your App Usage to see what's using what. If you have apps running in the background you aren't even using, that poses one problem. If you have apps that are power hungry while running (and there are a lot of them out there), just make sure you keep your charger with you :)
