Not there anymore. It's always on now. Just depends on which charger you use.

Yup, when you plug in your charger you get a persistent notification when you expand your notification bar that should give you an estimated time for full charge and show 'Fast Charger' if you're using one.

Can you use a different USB cable with the fast charging block or is the white cable required as well?
