Quick charging?

I use a Z3 Compact model D5803 and the charger is EP 880 Input: 100-240V, Output: 5V - 1.5Amp (1500mAh). My question is why it won't fast charge when the specs support quick charging and the charger is supposed to be a quick charge? Does anyone else have the same problem? Is it the charger or the phone?

That doesn't appear to support Quick Charge. It should say that it can go up to 12V and be Qualcomm Quick Charge 2.0 certified.
