Quick reply from lock screen bug?

When I quick reply from lock screen, I swipe down on the notification and the status bar scrolls down with me.

Is this intentional?

This is just a guess, but I find that happens to me (on a different phone) if I begin my swipe to high up. Place your finger on the center of the notification and swipe down *slightly* like just a half inch.
