Any way or trick (sans rooting and romming) to turn the phone onto silence and or vibrate.

You can get go launcher ex and then go locker and at least on my htc evo design it lets me pull down on the notification bar while still locked to quiet it and it doesn't require anything besides downloading the apps from the marketplace.
