Quickoffice is installed on my Nexus 7 (2013), as it appears in the app manager, but there is no shortcut in the app drawer or any other apparent way to launch the app. It's not something I downloaded, so I assume it came pre-installed. Is this expected behavior?

Yep. The freebie is a reader only. To edit you need the full version which works well. When downloading files both apps (free and paid) show up in the option list, but only the paid version has the app icon in the drawer.
 
its a build in office file viewer and you wont see the icon. To edit you have to buy the app.

office suite pro is one good alternative as well.
