"You have just switched to different network"

I have recently started getting blocking popups with the next "You have just switched to a different network" (as shown in the attached screenshot). Anyone has any idea what is the source of this?

I now have managed to see that the popup is preceeded by a "toast" containing the text "Sending...", after that the popup appears.

Super annoying.... Is this some kind of virus/malware?
