RAM usage way too high?

In using a stock GS4 on ATT.

I'm pretty tech savvy but I can't understand why lately, my RAM has been hovering around 1.15GB/2GB with no apps running at all!

You can't tell me touchwiz is using that much, because touch wiz runs on phones with 1GB of ram no problem.

What can I do to fix/figure out what is taking up my memory? Thanks!

Ram usage is normal, unused ram is wasted ram

Not to mention the version of touchwiz changes from Samsung phone to Samsung phone
