Razr Maxx phone ringer volume won't stay set at level I choose

The phone ringer volume on my Razr Maxx won't stay set at the level I choose via Settings>Sounds>Volume>Ringtone. I'm not doing anything I'm aware of to change it, but after setting it, the next call is always at full (and annoying) ringer volume. Does anyone have a solution to this problem?
