RCS features Android Message

Is anyone having trouble getting the RCS features in Android Messages to work? When I try to access the features under settings > advanced I get to the screen where it asks to activate it. I click next and it just seems to hang up trying to activate and nothing happens. I'm with Rogers in Canada (they support RCS), and it works fine on my Pixel 2 XL. However...for some reason I can't get it working on my Pixel XL.

I'm also on the Android P beta on both phones.

I believe some features were added in, accessible if your carrier supports it.

RCS exists today. What's happening is that carriers are using their own profiles. Google is trying to get carriers aligned on a common profile.
