Reading every text aloud. Help!

My uncle just got a Pixel 3. It is reading every text he receives aloud immediately as it comes in.

"Josh texted Hi how are you doing?"

How does he turn this off?

It seems like it only happens with texts. He doesn't need to have his SMS app opened (which is Verizon's sms app, fwiw).

Thoughts?

Check in accessibility settings. Usually it is something in there.
