It's a two step process on Android. Did you set both settings?

In the Accessibility Menu, Tap "Vision"

Then turn on Message/call voice notifications.

Then tap the words again (not the toggle switch).

The only one not turned on by default is "Read Messages"

Did you turn that one on also?

I had no idea about enabling the read option in "vision" within "visibility". Boy oh boy that is a hidden. I never would have thought to look there to do that. I just switched to an android after being an iphone user since they came out. I'm liking the android platform, but having some difficulty finding some settings within the menus.

You know, I don't use that method, sort of because of that particular need.

I only want my messages read aloud when I'm driving, and rather than go through the options, I use an app called "Agent - do not disturb" by Egomotion and have it set up to only read my messages when it's connected to my car's Bluetooth. It's automatic and super easy.

Unfortunately, it's a little pricey because it has a number of other options that I don't use, but I find it worth it for my commutes to and from work.

It has a free trial period, so see if it meets your needs before buying.
