Reboot Loop Only want the pictures

So a friend contacted me about a problem with her phone. She said it started after a power outage we had locally. The phone will charge while turned off just fine but it goes into a boot loop when turned on. It will start to boot comes up with the Samsung screen then the screen goes black and vibrates twice and comes back up with the Samsung screen. I am trying to avoid a factory reset as she needs the pictures off the phone. I tried to clear the cache as I am able to get to the system recovery screen. That did nothing. The SD card and SIM card have been taken out as she has upgraded her phone if it matters. Any help on how to get the pictures off the phone would be greatly appreciated. Thank you.

Take the battery out and then put it back in again. If the phone boots without you pressing any buttons it's just a sticky power button
